The pickers offer a class its own skills and those of every class it promoted from; that is what every captured top-100 loadout carries, and the game shows no other rule. Votes are one per loadout: per account when you are signed in, otherwise per browser. Signed in, a loadout or comment goes up under your in-game name with a check mark, and you can edit or delete your loadouts from any device where you are signed in. Anonymous posts get an edit code instead, shown once and kept in that browser: it is the only way to edit or delete the loadout, so save it if you want to do that from another device. The site owner can remove anything.
